The San Mateo County Office of Education (SMCOE) operates special education programs for students with low-incidence, or uncommon, disabilities. It also helps students whose needs cannot be met solely within their local district. SMCOE serves about 500 students, ages three to twenty-two, and infants throughout the county. Most of the students are served on district school sites.

Programs serve students with intensive needs, such as those with:

  • Severe multiple disabilities
  • Hearing or visual loss
  • Orthopedic disabilities
  • Communication and/or emotional disabilities
  • Autism

Infant programs serve children from birth to three years of age with orthopedic, hearing, or visual disabilities.
Students receive services through the following programs:

  • Early Start Program for infants and toddlers
  • Early Childhood Education
  • Special Education Services (K–12)
  • Designated Instructional Services (DIS)

DIS services include:

  • Adapted Physical Education
  • Assistive Technology
  • Audiology
  • Integrated Hearing Impaired and Integrated Vision Impaired
  • Orientation and Mobility
  • Inclusion
  • District Support
  • Vocational Education Services

With the help of teachers’ aides, special education teachers provide educational services. School psychologists and school nurses support students, families, and staff. Students requiring transportation for classroom attendance are provided with home-to-school transportation.
